Electric scooters are now legal in Quebec. In 2019, they were authorized in Montreal as part of a pilot project, but the city did not renew the experiment. However, since July 20, 2023, electric scooters have been allowed on roads with a maximum speed limit of 50 km/h, as well as on bike paths. Users must comply with the same road safety rules applicable to cyclists. For example, they can’t ride on sidewalks, unless necessary. This decree also includes other motorized personal transport devices (MPTDs), such as scooters and skateboards.
It’s interesting to note that although they were illegal, electric scooters were already well established in the field prior to this regulation. The legal ambiguity has now been clarified, making it possible to better regulate their use and guarantee the safety of all concerned.1.
